Voting for Sales Tax May 9th, 2015
May 9 @ 7:00 am – 7:00 pm

Sales Tax Election Proposed

Montgomery County Emergency Services District #14 (MCESD14) has called for an election of the district’s voters to vote for or against a 2% sales tax. MCEDS14 is a political subdivision of the State of Texas which currently provides local emergency services, including fire prevention and control and emergency medical first responder services. These services are provided through a contract with the Timber Lakes Volunteer Fire Department (TLVFD).

Established in 1969, the TLVFD provides fire, medical and first response for the Timber Lakes / Timber Ridge (TLTR) community as well as areas outside The Woodlands along Sawdust Road to Sawmill Drive. The TLVFD fire station is located in the heart of the TLTR subdivision across from the community pool and park at 3434 Royal Oaks Dr. The fire department is staffed with 25-30 volunteers who provide 24 hour volunteer fire and medical first responder coverage to the district. The main part of the station houses two pumper trucks and a light rescue truck. The wood frame annex located next to the main building houses a booster truck and a rescue boat.

The MCESD14 provides funds to the TLVFD through an ad valorem tax (property tax) that was voted on by the residents of the district when it was created. The ad valorem tax is limited by statute to $0.10 (10 cents) per every $100 of property value. MCESD14 is currently funded at $0.0885 per $100 of property value. This means that if your house is valued at $125,000 then you pay $111 per year in property tax for the emergency services. MCESD14 is projected to collect $219,888 in ad valorem property tax in the 2015 tax year.

These existing funds pay for firefighter training, maintaining the fire station, fire trucks, firefighting equipment, rescue equipment, personal protective equipment (bunker gear) for the firefighters, fuel, supplies etc. As the district grows the demand for services grows as well. The two primary fire trucks were built in 1975 and 2002. They have been carefully maintained but are due to be replaced.

The Texas legislature allows Emergency Services Districts such as MCESD14 through an election by the district’s voters to collect up to a 2% sales tax for sales within the district boundaries. The Texas Comptroller’s office has recently estimated the sales tax that could be available to MCESD14 at about $192,000 per year. This would provide an estimated combined tax revenue of $411,888 without raising property taxes.

With access to the additional funds, the District (MCESD14) plans to build a new station on the property adjacent to the existing station which will house all of the equipment in one building. This station would also provide dorms, showers, meeting rooms, training rooms and break rooms for volunteer firefighter use when staying at the station on shifts and thereby respond to emergency calls from the station. This will provide quicker responses to emergency calls and also possibly improve the District’s insurance rating with ISO which could reduce property owners’ property insurance cost.

The early estimates for the cost of the station are about 1.0+ million. The replacement cost for one fire truck is about $500k – $700k. The District is also looking at a future cost of $1.2 – 1.6 million for a ladder truck to help protect the multi-story apartments and commercial buildings that are being built. The cost for providing protective equipment for each volunteer firefighter is approximately $5000. The personal protective equipment has to be replaced about every 5 years.

The Election Date is May 9, 2015.  Early voting will be held from April 27 – May 5, 2015 @ South County Community Building, 2235 Lake Robbins Dr, 77380. Election locations can be found at the Montgomery County elections web site or by calling 936-539-7843.

Election Day Poll Locations:

Precincts 04, 61, 79 Glen Loch Elementary School, 27505 Glen Loch Drive, The Woodlands 77381
